               I.      Introduction
A.      Welcome
                                                              1.      Dynasty B will consist of 12 teams, $100 buy in each year. Rosters will be 25 NFL players. Lineups consist of 1 QB, 1 RB, 2 WR, 2 RB/WR/TE, 1 TE, 1 K, 1 DEF.
                                                              2.      Disclaimer
a.        Please read these rules in their entirety. I am online quite a bit (AIM ID: cab5004) and usually check my e-mail (admin@brucezone.com) numerous times a day so if you have any questions at any time, just feel free to ask. Please understand that invariably there is always some topic that is not addressed in the by-laws. In such cases, the commissioner will formulate a league poll where majority vote by the league will determine the new ruling(s). For the league to be successful, it is instrumental that all owners participate in all of the league polls whether it be a rule change or a vote on a trade. Owners should make their vote based on the concepts: the betterment of the league and consistency with prior rulings. Also, all owners are strongly encouraged to provide suggestions that may improve the league at all times.

                                                              6.      League Rules and Voting
a.        The league will consist of one league commissioner
i.         The commissioner’s main responsibility is to uphold this constitution and to maintain the peace of the league by acting as a referee and arbitrator. All disputes dealing with the league or the constitution must first be taken to the commissioner.
ii.        The commissioner is responsible for securing the yearly web management software, league fees to pay for that and the draft, publishing the league calendar, creating the league head-to-head schedule before the draft begins, be chief statistician and record keeper of the league, run the weekly waiver process and be chief enforcer of the rules held within this constitution.
b.       Major rule changes can only be made through a league-wide vote.
c.        The league commissioner will make minor rule changes in the off-season only.
d.       League off-season votes require 51% to pass.
i.         In some instances there may be more than one option. If one of the options does not receive 7 votes, the two highest vote getters will then be polled among 12 league owners for a final ruling.
                                                                                                                                      a.      If there is a tie amongst the 2nd item or among the 1st and more, a runoff poll will be run amongst those choices to determine which will be included in the final vote.
ii.        Off-season includes from the time after week 17 until week 1 of the season.
e.        In-season votes, though discouraged, require 90% to pass.
f.         Owners are encouraged to suggest a change to the rules by contacting the commissioner.
g.       Votes will normally be conducted by e-mail or league poll. Non-returned ballots are not factored into the returns. Off-season votes are due within 7 days. In-season votes are due within 48 hours of the time sent.
h.       There are certain situations where some leniency is needed or a rule does not address an issue specifically. In these situations, the commissioner will have the final say on the rule or rules in question. A rule will then be put into action to address the concerned situation to prevent this from happening again in the future.
                                                              7.      Problems Accessing League Web-Site
a.        Should an owner have problems accessing the league web-site for either lineups, drafting, or free agency, they may contact the commissioner by e-mail only or Footballguys.com. This will act as a timestamped way to tell when the owner made the move.
                                                              8.      Tanking and other unsportsmanlike conduct
a.        Tanking
i.         Tanking is a serious threat to the integrity of the DSDL. Tanking is the act of submitting a weaker lineup in hopes of improving draft position, or by means of neglecting your team so that you are no longer managing your team. Both negatively affect the league. Under these rules you may never submit an injured person listed as “out” on the injury report or a player on a bye week. These players are assured to score zero points. If you have someone on your team that could start in their place, you must use them instead. Starting lesser quality players over higher quality players is allowed. However, if it is believed that the owner is submitting a lineup in order to lose a game they will also receive the same penalty. Owners have a great deal of freedom to submit lineups they are comfortable with; they can take chances and start players they are comfortable with. This rule is not to make sure that you start your best 9 players but that you keep the league competitive. Owners that break these rules are brought in front of the Commish, or a League Vote who can enforce a penalty from 15 bid dollars to a penalty of 1 draft position on the next 1st round pick that they own. If this violation happens more than once in the season, the owner will be removed from the league. The Commish will set that teams lineup until a replacement owner is found.
b.       Stocking Another Team In Trades
i.         Making trades that result in worsening your team in order to stock another team who plays a rival you want/need to lose may not be done.
c.        Loaning Players
i.         “Loaning players” is not allowed. A player may not be traded directly back to his former team for 6 weeks during the season.
d.       Two-part Trades
i.         Two-part trades are not allowed. (Ex: You give me LT this week and I’ll give you LJ next week).
             II.      The Fundamentals
A.      Franchise Ownership
                                                              1.      Dynasty B will consist of 3 divisions of 4 teams each. (East, Central, West)
                                                              2.      An owner may only own one franchise.
                                                              3.      Owners can name their franchise whatever they choose as long as it is within reason. The commissioner has complete control to disallow certain team names if he chooses.
                                                              4.      If an owner chooses to leave the league, is not heard from for two consecutive weeks during the season or 60 days during the off-season, a replacement owner will be sought.
                                                              5.      Priority will be given to replacements that current owners know. If a suitable owner cannot be found, a posting will be placed in several message boards asking for applicants. If warranted, the new owner may be granted a bid dollar amount equal to the average of the top 3 teams.
                                                              6.      If an ‘orphaned team’ is in the bottom half of the league or is otherwise uncompetitive due to age, injuries, etc. a surrogate owner may be allowed to play in the league without the franchise fee for 1 year of the league will attempt to obtain half franchise fee if commissioner believes this franchise is an up and coming team due to draft picks or young promising roster. This only applies if an owner can not be sought before the beginning of the rookie draft. Time table on the rookie draft will not begin until a replacement owner has been found for the orphaned franchise.
                                                              7.      Absent extreme circumstances, such as a medical emergency, no refunds of league fees will be given out. Paying league fees implies a commitment to run the team for the full season.
                                                              8.      Owners will be expected to conduct themselves in a manner that will not disparage the league nor its owners in any way, shape, or form. While bragging is always a part of some owner’s personality and is to be expected, inflammatory or taunts will not be tolerated. The Commissioner will have total authority in drawing the line between bragging and taunting.
B.       Removing An Owner
                                                              1.      This is an extremely serious consideration, one that the league will seek to avoid at all costs. If it arises, this path will be followed:
a.        A majority league vote is required to remove an owner except for the following reasons:
i.         League fees are not current after 2 weeks of receiving a warning from the Commissioner, after the league due date.
ii.        Obvious proof that an owner is “throwing” a game at the end of the season to either assist/harm another owner or to improve one’s draft position.
iii.      Proof of collusion or cheating in any manner.
b.       The league will assume control of the team until a replacement can be found. No transactions will be permitted by this team until a replacement is found.
C.       Retiring or Quitting Owners
                                                              1.      An owner can retire in good standing. Retirement must be announced before January 1st following the NFL season to remain in good standing. A new owner will be sought for the full $100 entry fee.  If one cannot be found by January 1st, the $25 deposit will not be refunded and will be used to offer the team at a discounted price of $75. Once a retirement is announced, that owner is not allowed to make any trades (players and/or picks) at any time during the remainder of the season.
                                                              2.      Owners who quit the league unexpectedly will not receive a refund. The moneys paid in advance for that team will be used towards a new incoming owner’s fees to help in finding a replacement owner on short notice.
D.      Transactions Made On The Web Site
                                                              1.      If you make a mistake, you must e-mail (e-mail the entire league/post on the message board) within 15 minutes of the transaction timestamp on the website for it to be rolled back.
                                                              2.      It is the responsibility of the owner to verify his transactions before and after submittal.
                                                              3.      Attempts to deceive another owner as to the identity of a player may result in sanctions (ex: Adrian Peterson of MIN and Adrian Peterson of CHI).
E.       Initial Draft
                                                              1.      Basics
a.        Once the league is full and payments have been received, I will be placing each owner into the net-commish draft order order randomizer. This will be done twice. Once for draft order and once for division alignment.
b.       Divisional alignment will remain from year to year, unless the league votes to realign in the off season. Majority vote needed to realign.
c.        The initial draft will consist of all rookies and veterans.
d.       The draft start will not begin until all owners have paid.
e.        The draft order will then be randomized.
f.         The draft will proceed in a serpentine format.
g.       Owners may draft any player, any position with no roster requirements, except that they be able to field a starting lineup.
                                                              2.      Time Limits
a.        Each owner will have 12 hours to make their selection.
b.       If an owner fails to make a pick in his allocated time, they may their pick up at any time and other owner’s may continue to draft.
                                                              3.      Trading Draft Picks
a.        Trades may be made before, during, and after the draft.
F.       Team Rosters
                                                              1.      Roster Limits
a.        Each franchise will maintain an in-season active roster with a maximum of 25 players.
b.       It is the owner’s decision on how many players to carry at each position.
c.        During the off-season (day after week 16 until the August 25th cutdown), each team may carry a maximum of 30 players.
d.       All rookies will count against any maximum roster sizes.
e.        Roster cut downs will be performed by August 25th when owners must cut down to 25 players by Midnight EST (25th/26th). If a team does not meet the deadlines, said team will be docked 1 bid dollar each day until they have done so.
f.         At the conclusion of the league championship, each team must remove all IR players and move them to the active roster. If not moved to the active roster, they become a free agent.
                                                              2.      Minimum Requirements
a.        Team rosters must maintain a minimum of 1 QB, 2 RB, 2 WR, 1 TE, 1 K, 1 D/ST at all times during the season.
b.       Minimum roster limits are not in effect during the off-season.
                                                              3.      Injured Reserve
a.        Players may only be placed on Injured Reserve (IR) if they are designated by MFL as being on IR. There may be a day or 2 lag between when the time the NFL team actually puts the player on IR and when MFL reflects this on the league page. Until MFL indicates they are on IR, they will not be able to be placed on IR on your roster.
b.       While on injured reserve, the player is not considered part of the active roster so you can add a player from free agency to fill the empty active roster spot.
c.        The limit is 2 injured reserve spots.
d.       Players eligible for the injured reserve list must first be picked up by a team via free agency and placed on the team’s active roster first before they are eligible to be moved to the team’s injured reserve list.
e.        Players must be removed off IR by the conclusion of week 16. If not, the player will become a free agent immediately.
G.       Draft Day
                                                              1.      Rookie Draft
a.        Draft Basics
i.         The Dynasty B rookie draft will start approximately July 1st.
ii.        The draft will be conducted on MFL.com
b.       Time Limits
i.         Each team will have 12 hours to make their draft selection. Pre-drafting is available on MFL.
ii.        If an owner fails to submit a draft pick within his/her allocated time, following teams may pick immediately and the team that failed to pick may make up their pick at any time thereafter.
iii.      If an owner fails to submit a draft pick for a second time after losing a pick altogether, that owner may be replaced.
iv.      If an owner withdraws from the league during the draft, the draft will stop until a new owner is found and begin when the new owner is selected without penalizing the new team.
c.        Draft Order
i.         The draft order will be determined by the prior season’s finish. The League Champion will always draft last with the runner-up drafting second to last.
ii.        The draft will last 5 rounds.
iii.      The rookie draft will run in a 1-12, 1-12 format.
d.       Trading Draft Picks
i.         Trading of draft selections is permitted prior to or during the draft. Teams may trade picks from the current draft and the next 5 years drafts only. Once a trade is made between two franchises, both parties must notify the commissioner to validate the trade.
ii.        If a pick is traded from a future year, the owner must pay league dues for the season being traded before the trade may be completed.
e.        Rookie Qualifications
i.         Only rookies will be eligible to be drafted. As defined by the NFL CBA, a rookie is defined as a person who has never signed a Player Contract with an NFL Club previous to this year. An undrafted rookie means a rookie who was eligible for, but not selected in a College Draft. If a player signs a contract, gets cut before playing any games, then resigns with another team, he is now a free agent and loses his rookie status.
           III.      Rules and Regulations
A.      Basics
                                                              1.      The following rules and restrictions apply to starting lineups, team scoring, free agents, and trades.
                                                              2.      These rules are applied in all cases and situations.
                                                              3.      If you have a grievance with a ruling by the commissioner, please submit a rule change proposal, or your suggestion via e-mail.
                                                              4.      Your proposal or suggestion will be discussed, reviewed and voted on during the off-season.
                                                              5.      However, during the season the commissioner has the final word on all disputes regarding starting lineups or transactions.
B.       Regular Season
                                                              1.      Teams will play head to head on a weekly basis for the first 13 weeks of the season.
                                                              2.      The length of the regular season will be 13 weeks.
                                                              3.      Each team will play each divisional rival twice, and the 7 other league opponents once.
                                                              4.      Fantasy games are final as of kickoff of the following week. Any scoring corrections must be notified of and changed before this time.
a.        MFL may notify commissioners of stat changes. It is the responsibility of the owner to notify the commissioner before scores are final should they find a stat change.
b.       The official source of our league stats is MFL.com. To change a stat, an owner must go through them and have the change made before scores are final.
C.       Weekly Lineups
                                                              1.      Lineup Submissions
a.        The deadline for naming starters is set by MFL rules, but generally a player is locked approximately 5 minutes before their gametime.
b.       Be prepared; submit your initial lineup early.
c.        If no starters are named, the previous week’s starters will be used (regardless if the players are active that week or not).
i.         Players that play in earlier games than the start of subsequent games in the NFL schedule(Thursday/Saturday) that week will be locked either into or out of a team’s lineup depending upon their starting status as of the start of their respective game.
d.       If an owner does not submit a lineup in the playoffs, the commish will not play your lineup and you will forfeit your game.
e.        Players can only be inserted into a starting line-up at a position for which they are listed on the league site (MFL.com). Any requests on a player’s position must be brought to the attention of MFL.com who has the authority to make these changes.
                                                              2.      Legal Formations
a.        Each franchise may start up to 9 players per week (1 QB, 1 RB, 2 WR, 2 RB/WR/TE, 1 TE, 1 K, 1 DEF).
b.       Owners may not start injured & bye week players. With our waivers being first-come, first-serve up to kickoff after the blind auction waivers there is no excuse not to be able to pick up someone that is playing.
i.         An injured player is one that is ruled OUT as of the time blind waivers are processed each week. Player’s listed as Probable, Questionable, or Doubtful may still be started but the question of tanking will be looked into should it happen often and with multiple players like this in a lineup.
ii.        If an owner submits a player that is on their bye, they will be replaced with the player on their bench with the most points so far on the season. In addition teams will be given a 1 time warning per season if they start a player on bye or is OUT. There will be a $10 fine due within 1 week of the infraction if this happens. I need help from the league enforcing this rule. I may miss something and I am requesting that when this situation occurs, please notify the commish by email (to keep your anonymity) and I will address it with the owner.
c.        There are two scenarios where a team owner is not subject to a “no/incomplete lineup” penalty.
i.         If they can start a complete lineup consisting of the players used in last week’s lineup in which they are not on BYE or not listed as OUT.
ii.        For strategic reasons where negative points are a possibility and a team has already won his game, that owner can choose to leave an open position that has yet to play because he already has enough points to secure a win. This is an acceptable strategy.
d.       Monetary Penalties
i.         Funds collected through monetary penalties will be applied toward next year’s prize pool to be distributed to the winners as determined by the commish.
                                                              3.      Submit Lineups
a.        Starting Players in Early Games
i.         All players involved in Thursday or Saturday games must be submitted prior to their game time.
ii.        If an owner fails to submit a lineup such players are not eligible as per last week’s lineup because they are involved in early games.
iii.      The simple rule to remember for early games is that each player must be declared as a starter prior to their game.
iv.      If they are not submitted as a starter they are frozen out of the lineup – no exceptions.
b.       Owner Responsibility
i.         One of the foremost responsibilities of being a team owner is to be competitive.
ii.        Part of being competitive is fielding your team’s best possible starting lineup every week of the season.
iii.      If a team owner does not meet this minimum level of responsibility, they may be subject to the no-tank rule as determined by the league.
iv.      If an owner feels that another team is tanking to gain an advantage in the upcoming rookie draft, that owner should notify the commish by email. The commish will then set up a poll to determine if the league feels that there may be tanking involved.
c.        No Tank Rule
i.         All 12 owners should vote and if 7 out of the other 13 owners feel that tanking is involved, the below penalties may be imposed. Offenses are reset with each new season.
ii.        It is the explicit responsibility of the team owner to present their case to the league detailing the exact reason explaining why they feel they are not “tanking” their games.
iii.      1st Offense – Probation
                                                                                                                                      a.      Warning
iv.      2nd Offense – First penalty assessed
                                                                                                                                      a.      All of the offending team’s rookie draft picks for the following year are moved to the bottom of the draft order for each respective round regardless of if the pick was theirs originally or obtained from someone else.
v.       3rd Offense – Removing Non-Competitive Owners
                                                                                                                                      a.      The team will be removed from the league and the commish will take over the team as if it were his until a replacement owner can be found. This new owner will play the remaining year free of charge and is still able to win prizes.
                                                                                                                                     b.      The deposit placed on the team will be forfeited and added to next year’s prize pool or will be used to give the incoming owner a “discount” for the upcoming year.
vi.      Not Submitting A Lineup
                                                                                                                                      a.      It is important to distinguish between illegal or incomplete lineups and not submitting a lineup. If an owner submits a starting linup to the league, then they will not be in violation of not submitting a lineup.
                                                              4.      Weekly Transactions
a.        Team Owners and Responsibility
i.         It is the responsibility of the team owner to make your transactions as clear and logical as possible.
ii.        As such, team owners assume all responsibility regarding the order of their transactions, which players take precedence within a list of players to be cut or bid upon and any other requests within a team owner’s transaction requests.
iii.      If a team owner believes an error occurred in the weekly waivers, please contact the commissioner within 24 hours. The waivers are automated on MFL so though it is rare there is room for error.
b.       Players Not On The Website
i.         If there is an eligible player not listed on the website that you would like to pick up, you must notify the commissioner who will then create a created player until he is added to the MFL database.
c.        Playoffs
i.         Since this is a dynasty league and teams may still seek keepers during the playoffs, teams may pick up free agents until kickoff of week 16 games.
d.       Bid Dollars
i.         Bid Dollars are the official currency of Dynasty B
ii.        Bid Dollars are used to bid on Free Agents and may also be used in trade situations.
iii.      Bid Dollars not used during the season are carried over to the following season.
iv.      Each team will be awarded 100 Bid Dollar’s in the initial year of the Dynasty B.
v.       Each team will be awarded 75 Bid Dollar’s on April 1st each season thereafter.
vi.      Bid Dollars are the sole manner to pick up free-agents during the season.
vii.    MFL lists Bid Dollars left and they can also be found on the league site.
e.        Weekly Transaction Periods
i.         Blind bidding waivers may be placed until Thursday at 9PM ET when MFL will automatically process waivers.
ii.        Players may be picked up first-come, first-serve after blind bids process until kickoff of that week.
iii.      Any player cut in blind bids or in the FCFS serve period are not eligible to be picked up until the following week’s blind bidding.
                                                                                                                                      a.      If an owner picks up a player during FCFS then cuts him for another player, the initial player may be picked up by another owner then.
iv.      During weeks with a Thursday game, blind bid waivers will process at 9PM ET on Wednesday instead of Thursday.
f.         Bidding on Free Agents
i.         Bid Dollars are used to bid on free agents.
ii.        The minimum FA bid is 1 Bid Dollar.
iii.      Teams may only bid up to the amount of bid dollars they have available.
iv.      Bids must be in whole number increments.
v.       Bids for FA’s must be submitted via MFL.
vi.      The FA weekly process will be conducted in a “blind auction” manner. (No team will know how much another team is bidding) All bids will remain “sealed” until Thursday at 9PM EST when MFL automatically processes them.
vii.    FA pick-ups must immediately be able to fit on the active roster restraints.
viii.   Once waivers are processed Thursday, players will be available on a first-come, first-serve basis up to kickoff of that week. Any player picked up during the period will cost 1 bid dollar against the owner that signs him.
ix.       To make your bid for a Free Agent, you must log onto the website and complete the transaction there.
g.       Free Agents
i.         Any player not on a roster is considered a Free Agent.
ii.        FA begins tentatively the first Thursday after August 1st or after the rookie draft if it has not completed by then. In addition, blind bid requests will be processed in the off-season on March 1st.
h.       Tie-breakers for Transaction Bids
i.         If more than one team requests the same player, the team submitting the highest bid will acquire that player.
ii.        During the season: In the event that two or more teams submit the same high bid for a player, the commissioner will award the free agent to the team with the worst record followed by the team that has scored the fewest points.
iii.      During the off-season: In the event that two or more teams submit the same high bid for a player, the free agent will be awarded to the team with the worst record the previous year, followed by total points. In the inaugural pre-season, the tie will be broken by the team that picked later in the draft getting the player.
i.         Trades
i.         Using MFL for Trades
                                                                                                                                      a.      Trades offered on the website are considered valid offers until they are revoked or rejected. Owners are responsible for removing offers they have made. Due to the risk of a player asked for in a trade being injured, it is strongly recommended owners conduct negotiations outside the website and only use the website to consummate trades that are agreed to.
                                                                                                                                     b.      Trades must be consummated on the website to be official. Agreement by any other medium is not binding.
ii.        Trades must be submitted to the league no later than 12 hours of the first kickoff of the week in order to take affect for the coming week’s games.
iii.      The league agrees to the following general philosophy regarding trades:
                                                                                                                                      a.      Trades should always be allowed unless collusion is suspected. Collusion is defined as “a trade in which one of the owners knowingly and purposefully aids another owner without benefits to his or her own team.”
                                                                                                                                     b.      The commissioner has authority to reverse trades where collusion has occurred.
                                                                                                                                      c.      If a member of the league feels that collusion has occurred between the commissioner and another owner, the trade will be put to a majority vote (owners may abstain from voting). A tie vote sill approves the trade.
iv.      If a veto is questionable, the trade will be taken to the FootballGuys Forums to determine a ruling.
v.       The commissioner may veto any trade without calling for a vote if it’s not in the best interest of both teams or is detrimental to the league as a whole.
vi.      When a trade is made, BOTH owners must notify the commissioner to make the trade official.
vii.    The trading deadline is ½ hour before the start of the week 10 NFL games.
viii.   When a conditional trade is made involving Bid Dollars, teams must reimburse the party concerned before the rookie draft. If a team fails to have the available Bid Dollars to cover said conditions they will be required to:
                                                                                                                                      a.      Sell off players until the debt is eliminated.
                                                                                                                                     b.      Offer a player(s) for compensation.
ix.       The Dynasty B trading period resumes February 1st.
x.        Trades involving draft picks will need to have that corresponding season’s fees paid for within 7 days of league approval of the trade. If after 7 days if the fees are not received, then a $1 monetary penalty will be assessed for each day the payment is delinquent. This penalty will be applied to next year’s prize pool.
                                                              5.      Tie-Breakers
a.        The Dynasty B tie-breaking system for playoff qualification and seeding is as follows. The 3 division winners will always be the top 3 seeds.
